Thomas Cubitt was a well-known Victorian property developer and builder, who aimed to build one pub for every 160 houses in his developments. In Belgravia the pubs were mainly confined to mews sites, whilst in more down-market Pimlico they were allowed on the main streets but not in the more exclusive squares. Pubs were very often the first buildings to go up in new Victorian housing developments, acting as a site office and workers’ canteen where the men could usefully recycle their wages back to the landlord developer. And when all was finished, the pub could be sold to raise further capital. The TV series “Belgravia” starred Cubitt and his wife.
