* J. W. Wallace, Lafayette Manlove and Henry Schoen were appointed special commissioners and F. M. Logan county clerk, for the purpose of organizing the county. The first meeting of the commissioners was held on March 16, 1867, and the first order was one dividing the county into nine civil townships. The second order divided the county into election precincts. Another order directed the clerk to give 30 days’ notice of an election to be held on April 15, 1867, for the election of county and township officers, and to decide the location of the permanent county seat. At the election J. W. Wallace, F. M. Mason and Andrew Hussong were elected commissioners; F. M. Logan, clerk; and J. M. Ryan, sheriff. The county seat question was not decided at that time, and in September Crawfordsville was selected as temporary seat of justice.

The Clerk and Counselor, in conjunction with the elected County Sheriff, Register of Deeds, County Attorney, County Treasurer, and appointed officials in the county, carry out the legislative policies of the Board. Additional Information: On October 18 1991, Abdi Aliow Elmi conned a 20 year old female into going to his apartment where he brutally beat and sexually assaulted her. Elmi was arrested and released on a recognizance before the court. He breached his recognizance and a Canada-Wide Warrant has been issued for his arrest. The daughter has since been returned to Canada. Moshen Dadgar-Kiani is still wanted on a Canada-Wide Warrant for parental abduction and several other criminal offences. Estephan responded by shooting at the subjects with a handgun. He was apprehended by police and charged with attempted murder and numerous other charges. Investigation has revealed that the mother took the children to the United States where they boarded a plane and flew to Germany. Edyta Watkins has connections in Poland, Germany, Austria, Czech Republic and the United States. She and the children are believed to be in Poland. Under the assumption that the victim was dead, Ejov placed the lifeless body into a hockey bag, only to realize that he was still alive. Ejov removed him from the bag and drove him to a hospital, where the victim later recovered. It is believed that Ejov may have fled back to Russia. Police believe the former Gatineau, Quebec man fled to Brazil where he has citizenship. Batalha could have also fled to New York City where he once lived with a family member. Additional Information: In November 1991, Edgard Elias entered a convenience store armed with a handgun and robbed the store clerk. When the store clerk made a motion towards the counter, Elias shot the victim in the head and abdomen. Elias turned and pointed the gun at another employee, then ran from the store. The victim was deceased when police arrived. Elias was later identified as the accused and has an outstanding Canada-Wide Warrant for his arrest. Working in conjunction with Hamilton Police Service. On February 25 2005, Richmond RCMP were made aware of a local limousine driver, Morteza Izadifar who was luring at risk teenagers by providing them with free limousine rides, cash and alcohol. He often entertained these youths in his Vancouver apartment and engaged in inappropriate sexual activities. It is estimated that these assaults occurred between 1999-2002. Izadifar is wanted on a Canada-Wide Warrant for Sexual Assault and Sexual Interference With a Person Under 14. Police believe he may have returned to the Middle East, possibly Iran. Additional Information: Maiwand Yar is a former student of Mechanical Engineering at the University of Manitoba. In 2007, it is believed that Yar departed Canada with accomplice Ferid Ahmed Imam for Pakistan. According to witnesses, Yar advised that he and Imam were going to ally themselves with the Taliban and attend a terrorist training camp in order to receive instruction on firearms, explosives and guerilla warfare. Their specific objective for joining the Taliban was to fight and kill NATO (North Atlantic Treaty Organization) soldiers in Afghanistan. In a letter sent in 2009, Yar stated that he had in fact spent time in both the Taliban and Al Qaida. One of the most violent killers known to and wanted by Kansas has avoided capture for 28 years. The I-70 killer gunned down six people in strip malls around Interstate 70, between Indiana and Kansas back in the spring of 1992. According to descriptions of the killer at the time, he’d be close to 60-years-old now.

Additional Information: On April 22 2002, Savang Sychantha and an accomplice beat a male victim to death and disposed of the body in a bush lot. The police investigation revealed that Sychantha was involved in the illicit drug trade and the victim was in financial debt to the suspect. Sychantha fled to Asia following this offence but it is believed that he may have returned to Canada and is potentially living under an assumed name and identity. Additional Information: Ferid Ahmed Imam is a former student of Biochemistry at the University of Manitoba. He was considered to be a well liked and respected member of the community and had no involvement in criminal activity prior to leaving Canada. In March 2007, Imam departed Canada for Pakistan where he became involved as a weapons instructor at a terrorist training camp aligned with Al Qaida. According to RCMP interviews, Imam was positively identified as an Al Qaida weapons instructor using the alias “Yousef”. An RCMP witness interview showed that Imam’s objective in joining a terrorist organization and obtaining weapons training was to fight and kill NATO soldiers in Afghanistan. Billone never returned to attend court and is currently wanted on a Canada-Wide Warrant for Sexual Assault, Sexual Interference and Fail to Attend Court. Additional Information: On April 13 2004, during a domestic argument with his common-law wife, Jeffrey Paul Emery poured a bottle of hairspray over her then set her on fire. She suffered third-degree burns to her legs, torso, arms and face and much of her hair was burned away. Emery refused to take her to the hospital. North Vancouver RCMP were alerted to the incident more than a month later when a relative contacted police. Emery was arrested, but absconded in December 2004 during an adjournment of his court case. He was convicted in absentia of aggravated assault and a Canada-Wide Warrant was issued for his arrest. Emery has contacts in British Columbia and Ontario. He has worked as a handyman and is particularly proficient at working on boats. Police believe Emery may be living near a boating community. He has a medical condition that requires him to take medication regularly. It is very likely that he obtains and fills out prescriptions on a regular basis. A sixteen month undercover operation was conducted in the greater Toronto area from July 1996 to October 1997. The case was a joint effort between the RCMP and Peel Regional Police. The operation culminated in the seizure of three hundred kilograms of cocaine valued at 90 million dollars. It was the largest seizure ever in the region of Peel. It severely disrupted a cell of Colombian based traffickers, three of whom have already pleaded guilty. Kratc-Usman was a high ranking representative of a cocaine organization in South America. He was in Canada to evaluate the Canadian operation and gave the final approval before the traffickers attempted to smuggle in the cocaine. The RCMP consider Kratc-Usman to be among the very upper echelon of international cocaine traffickers. Clean shaven (at time of disappearance) Wears silver rimmed glasses Kevin Louis Vermette is believed to be responsible for the July 12 1997 triple shotgun murder of three young adults, which occurred in the northern community of Kitimat, British Columbia Canada. He abandoned his vehicle at his motel residence and fled on foot into the mountain wilderness with his black labrador dog. He has not been seen since.
