The plane went down near Tecumseh while authorities were searching for a suspect who they believe had a gun. The NTSB report claims the pilot was flying low and slow while using sign language to direct police to the suspect. The NTSB says in part:
The NTSB says the pilot, Trooper Dennis Dickens, could only talk to one person on the ground. Each of the agencies involved use different radio frequencies, meaning Dickens was unable to directly talk with tribal, county or city authorities.

Change is already happening because of the crash. OHP now requires pilots to maintain a minimum of 500 feet while flying and the agency is looking at ways to combat its communication limitations.
Brown says OHP does not endorse Dickens’ flying maneuver. “He (Dickens) had several hours of surgery today that started about 1:30 a.m.” said trooper Betsy Randolph, a spokeswoman for the highway patrol. “They worked on both ankles and both legs.”The man authorities were searching for, Brent McKenzie, 50, of Shawnee, was arrested at the scene and taken to Pottawatomie County jail on complaints of driving under the influence, leaving the scene of an accident, unsafe lane change and resisting arrest, Randolph said.

On July 26, 1990, Joe Nicolle was piloting a patrol helicopter when it clipped a power line and crashed about four miles east of Tahlequah. He was on his way to Watts to help deputies eradicate a marijuana crop, Randolph said. Law enforcement personnel found Dickens face down and bloody in a field before pulling him away from burning wreckage. Dickens, an experienced airplane and helicopter pilot, was taken by helicopter to OU Medical Center in Oklahoma City. The National Transportation Safety Board and Federal Aviation Administration have begun an investigation into the crash, which occurred about 7 p.m. Friday. Trooper and pilot Dennis Dickens was helping search for a man who had fled a vehicle wreck on foot.\”That’s the reason why my dad is alive is just by God’s work because I truly believe that without him, my dad would be dead,\” said Zackary. \”And if my dad’s going to be watching this, I just want to say that I love you and I’m glad you’re alright.\”

\”I guess I could have expected this since he does do this every day, but I can’t believe that it’s happening,\” said Dickens oldest son, 18-year-old Zackary Dickens.\”It was just a white plane bank and kind of turn back in that direction pretty low,\” said Watkins. \”I went back to the window, and said there’s fire over there.\”He says it’s been tense waiting by the phone for updates from his mom on his dad’s surgeries. He says he has been in constant prayer for his father’s recovery and believes that his surviving the crash is nothing short of a miracle.”I guess I could have expected this since he does do this every day, but I can’t believe that it’s happening,” said Dickens oldest son, 18-year-old Zackary Dickens.
